The minimum specification calls for 2 GHz, 1 GB RAM and 512 MB VRAM. At 1GB of RAM, it will run on essentially any working PC — that is below what a budget laptop ships with today. Both tiers are compared side by side on the requirements page, and you can check your own parts against them without installing anything.

What it launched against

Ink launched on 5 August 2015, within three weeks of Until Dawn, Dishonored Definitive Edition, Gears of War: Ultimate Edition and N++ (NPLUSPLUS). All of them reviewed better. It arrived 2 years into the PlayStation 4's life, so it was built for hardware developers already knew well.

Released around the same time: Until Dawn, Dishonored Definitive Edition, Gears of War: Ultimate Edition, N++ (NPLUSPLUS).
