In the previous struggle for the hidden power—the turmoil known as the "Research Institute Incident"—neither the Earth Federation Government Army to which Oda Itsuki Hikaru belonged, nor the Kurenai Shu with Kagari, nor any other faction were able to obtain the "CHAOS CODE."
