Quick answers

About the index

Which country has the cheapest games?
Russia, where a well-known game averages $14.14 across the 191 titles we price there.
Why are games cheaper in some countries?
Publishers set regional prices against local purchasing power and local tax rather than converting from dollars. The gap between the cheapest and dearest region is routinely larger than any seasonal sale.
Can I buy from a cheaper region?
Not legitimately. Switching store region with a VPN breaks the Steam Subscriber Agreement and gets accounts locked, with the library lost. This index is for understanding what you actually pay, not for arbitrage.
How is the average calculated?
The mean storefront price of games popular enough to be sold in every region, converted to dollars for comparison only. Free-to-play titles are excluded, and a region needs at least three priced games to appear.
